Decriminalizing pot not enough

There is no doubt that decriminalization of marijuana, which was signed into law by California Gov. Arnold Schwarzenegger on Oct. 1, is a win for pot smokers. But it does not completely solve the social and cultural problems that marijuana reform seeks to alleviate.
