The Pasadena City Council considered a proposal to revise the speed limits on certain streets in the city, some near PCC.
The proposal was referred to transportation officials on Sept. 10, and will return at the end of October. Some streets near campus that might see a change are Hill Avenue from Walnut Street to California Boulevard and Villa Street from Fair Oaks Avenue to Allen Avenue. Both are increasing from 30 mph to 35 mph.

According to a staff report, the findings in engineering and traffic surveys determined that speed limits on “several portions on a number of streets” needed to be changed to comply with California Department of Transportation guidelines.

With these modifications, the Pasadena Police Department can continue a radar speed enforcement program that is supported by the courts. If there is no documented justification for the posted speed limits, courts will dismiss speeding citations where radar was used as an enforcement tool.

The plan would increase, in most cases, speed limits by five or 10 miles per hour. Modifications would be made depending on the critical speed, accident records and roadside conditions not readily apparent to the driver.

According to a PDOT brochure, it is a common myth that increasing speed limits increases the flow of traffic. However, the plan prepared by a transportation official says, “the establishment of realistic speed limits on streets will generally increase voluntary compliance, and foster driver respect for speed limits and other traffic laws.
